What are the defects?
The wheel hub bores in the wheel rim may be too small. As a consequence, the wheel may not make proper contact with the brake disc, although the wheel bolts may have been tightened to the correct torque. The wheel bolts could therefore work loose.
What are the hazards?
Component failure.
